What ComCare Is and Who It Serves

  • Households facing a temporary loss of income, for example after retrenchment, illness or a family crisis, who need short-term help to get back on their feet.
  • Households with longer-term needs, where a member is unable to work or where care responsibilities make steady employment difficult.
  • Elderly or medically frail individuals with little or no means of income and limited family support.

Help can come as monthly cash assistance, support with utilities and essential household bills, and referrals to other services such as employment help, childcare or medical assistance. A key idea behind ComCare is that money alone rarely solves the whole problem, so applicants are usually connected to a Social Service Office that looks at the household as a whole and puts together a plan.

How Silver Support Works

The Silver Support Scheme is different in both purpose and mechanism. It is run through the CPF Board and gives a quarterly cash payout to seniors who earned less during their working years, built up smaller retirement savings, and now live in homes of more modest value. The intent is to give extra support in old age to those who were less able to save, without requiring them to apply.

The distinctive feature of Silver Support is that eligibility is assessed automatically. The Government looks at indicators such as your past CPF contributions, the type of flat you live in, and your household circumstances, then works out whether you qualify. Eligible seniors are notified and receive payouts without filling in forms. If your situation changes, you can be assessed again, and there is a way to appeal if you believe you should qualify but were not included.

How to Apply or Check Eligibility

For ComCare, the starting point is a Social Service Office, of which there are many located across the island so that help is close to where people live. You can approach one directly, or ask a Family Service Centre, a hospital medical social worker, or a community partner to refer you. A social worker will go through your circumstances, explain which type of assistance may apply, and guide you through the paperwork. Bringing identification and any documents about your income, expenses and housing helps speed things up, but do not let missing documents stop you from asking for help, as staff can advise on what is needed.

For Silver Support, there is generally nothing to apply for, because eligibility is worked out for you. Keep an eye out for official notification letters, and make sure your contact and payment details with the CPF Board are up to date so payouts reach you. If you think you should qualify but have not been included, look for the appeal process explained on the CPF Board website.

A few practical pointers:

  1. Do not rely on figures shared in chat groups or from well-meaning neighbours, as thresholds and amounts are periodically updated.
  2. Watch out for scams. Neither MSF nor the CPF Board will ask you to pay a fee to receive assistance, and you should never share your Singpass password with anyone.
