Dig it out, then improve the soil so it drains freely, mixing plenty of coarse sand and compost through the base and sides so water moves down quickly rather than pooling on top. Heavy, compacted earth is the enemy here, so break it up well.
Shape a small inlet where runoff enters, using a few stones to slow the water and stop it scouring a channel. Just as importantly, build an overflow: a low point at one edge where excess water from a very heavy storm can spill out safely to a drain or a lower part of the garden, rather than backing up and sitting in the basin.
